The Homeless Services Division was established within the Department of Social Services on August 9, 2022, following the approval of the San Luis Obispo Countywide Plan to Address Homelessness by the Board of Supervisors. Full staffing and operational capacity is expected during the summer of 2023.

On August 9, 2022, the County Board of Supervisors approved a plan to curb homelessness by 50% in 5 years. The plan represents months of collaboration and input from those affected by homelessness in San Luis Obispo County, including the public, various agencies, non-profits, and other community stakeholders.

NOTICE OF A 30-DAY PUBLIC REVIEW AND COMMENT PERIOD FOR THE AMENDMENT TO THE COMMUNITY PARTICIPATION PLAN ADMINISTERED BY THE URBAN COUNTY OF SAN LUIS OBISPO
WHAT: The Urban County of San Luis Obispo has proposed an amendment to the Community Participation Plan. The Community Participation Plan encourages public participation in the development of the Consolidated Plan, the annual Action Plans, and the Assessment of Fair Housing.
A summary of the proposed amendment revisions includes: 1) updating the community engagement process including public workshops, outreach efforts, public comments, and public notices to align with HUD requirements; 2) changing the responsible entity within the County from the Department of Planning and Building to the Department of Social Services; 3) updating Public Access to Documents to indicate where public notices are posted and how copies of plans may be obtained; 4) updating the process for substantial amendments to the Consolidated Plan, Action Plan or Assessment of Fair Housing; 5) updating the Homeless Strategy provision to align with the San Luis Obispo Countywide Plan to Address Homelessness; 6) updating the information regarding Emergency Solutions Grant requirements; 7) updating the Consolidated Plan and/or Action Plan process; 8) updating the requirements for the reallocation of grant funds from an existing project and/or activity; 9) updating the requirements for the Assessment of Fair Housing; 10) updating the verbiage for receiving or allocating funds for disaster recovery.

A public hearing will be held before the County of San Luis Obispo's Board of Supervisors on June 18, 2024, to solicit additional feedback and comments.
